Databricks Runtime 18 and Databricks Runtime 18 for Machine Learning have transitioned to LTS

With the general availability of Databricks Runtime 19, Databricks Runtime 18 and Databricks Runtime 18 for Machine Learning have transitioned to long-term support (LTS).
