Customize Editor Improvements

Skill and rule rows open an editor with Preview, Edit, and Version history tabs; removing or uninstalling a plugin asks for confirmation first. Customize shows only the configuration layers you can edit, with plugins your organization or enterprise requires shown as read-only "Required by organization" / "Required by enterprise" sections.
