Devin Can Target a Specific Uploaded Plugin

Devin can now save a skill, rule, MCP server or hook into a specific uploaded plugin (personal, organization or enterprise) by naming it, instead of only the default one. When installing a plugin from a directory, the approval says whether it creates a new plugin or replaces an existing one, and Devin must ask explicitly to replace.
