Health Check Advisors: service error rate checks in Studio and Management API

Supabase Advisors now monitor service health, starting with error rate checks for PostgREST, Auth, Storage, and Edge Functions. Results appear in a new Health tab in Studio and via POST /v2/projects/{ref}/advisors/run.
