Annotations Rest API (v3) and additional improvements

Description: We added new REST API endpoints to manage annotation categories and access new annotation fields (like end date). HC Docs have been updated with the new API. Quality of life improvement: allow bulk copying annotations across projects (from the manage annotations table in project settings). This was a requested feature.
