Removal of grafana-cli and grafana-server commands

The grafana-cli and grafana-server commands were deprecated in Grafana v10.0 in favor of the grafana cli and grafana server commands. Until now, both sets of commands were usable. In Grafana v13.0, we’ve removed the grafana-cli and grafana-server commands.
