Per-shard sizing for Vitess

We've added the ability to adjust VTTablet sizes for individual shards in a Vitess keyspace. Enable per-shard sizing on the keyspace Shards tab, then set a cluster size on any shard. Shards you don't change will keep using the keyspace default.
